CIF 2024-25: What’s New and How to Navigate the Changes
The latest round of the Condition Improvement Fund (CIF) for school building improvements is now open, ushering in some significant changes for the 2024-25 academic year. As schools and academies gear up to enhance their facilities, it’s crucial to be aware of the latest updates that may impact the application process.
New Developments:
– RAAC Mitigations and Roof Replacements:
In a noteworthy departure from previous rounds, CIF applications for Reinforced Autoclaved Aerated Concrete (RAAC) mitigations and/or RAAC roof replacements are no longer required. The Department for Education (DfE) has committed to funding both immediate and long-term costs associated with RAAC mitigation and removal. This funding is separate from and additional to the CIF program, signalling a focused approach to addressing RAAC-related concerns.
– Expansion Project Disqualification Criteria:
CIF 2024-25 introduces new disqualification criteria for expansion projects. Projects aiming to create additional school places or alleviate existing overcrowding will be disqualified if they increase capacity by less than 10% for added places or if the existing enrolment is less than 10% over capacity for overcrowding. This emphasises the need for expansion projects to have a substantial impact on addressing capacity issues within educational institutions.
Application Eligibility:
As in previous years, schools can either receive direct School Condition Allocations (SCA) or be eligible for CIF, but not both. Eligibility criteria include being:
• A stand-alone academy,
• A school in a multi-academy trust (MAT) with specific size criteria
• A voluntary-aided (VA) school in a VA body or VA group meeting size criteria
• A sixth-form college
• A school with a signed academy order converting to a CIF-eligible responsible body.
