The Workers’ Educational Association (WEA), the UK’s largest voluntary provider of adult education, identified the need to modernise and rationalise a number of learning centres across its estate. Several buildings no longer met WEA’s operational, accessibility or environmental standards and required significant refurbishment to support modern teaching methods, flexible working and community engagement.
The works needed to be delivered in live or partially occupied environments, often within constrained urban locations, while maintaining safe access for staff, learners and visitors. In addition, WEA required a consistent approach to specification, procurement and delivery that aligned with its wider Property Strategy, ensuring value for money and long-term sustainability across multiple sites.
Approach
BTG Eddisons was appointed to support WEA across a number of projects, providing building surveying, design development, procurement and contract administration services. Our involvement included the preparation of detailed schedules of works, coordination of multidisciplinary design teams, and management of tender processes to ensure competitively priced and robust contractor appointments.
Working closely with WEA stakeholders, each scheme was tailored to suit the specific operational requirements of the learning centre, incorporating internal fit-out works, building fabric repairs, M&E reconfiguration, roof replacements and external improvements where required. Careful consideration was given to phasing and programme management to minimise disruption, with clear segregation between construction and operational areas and strict adherence to health and safety requirements.
All works were developed in line with WEA’s accessibility standards, branding guidance and sustainability objectives, ensuring that refurbished spaces were inclusive, flexible and fit for long-term use.
Results
The refurbishment programme has delivered modern, high-quality learning environments that better support adult education delivery and community engagement. WEA has been able to continue operating throughout the majority of the works, maintaining continuity of learning while securing significant improvements to its estate.
The completed projects provide flexible, accessible and future-proofed learning centres that align with WEA’s strategic objectives, enhance user experience, and represent a strong investment in local communities.
